and it is turned round about by His counsels, that they may do whatsoever He commandeth them upon the face of the world in the earth.

They swirl about, turning round and round at his direction, accomplishing everything he commands them over the surface of the inhabited world.
He overturns the circling clouds; by his guidance they do their work, doing everything he commands over the entire earth.
He, by his plans, turns them around, so they do what he commands them anywhere on earth;
traveling across the sky
And they are turned every way by his guidance, that they may do whatsoever he commandeth them upon the face of the circuit of the earth,
Which go round about, whithersoever the will of him that governeth them shall lead them, to whatsoever he shall command them upon the face of the whole earth:
He orders the clouds to be blown all around the earth. The clouds do whatever he commands.
The clouds move around across the whole earth. They go wherever God sends them. He tells them what they must do.
The clouds swirl around at his direction. They do whatever he commands them over the face of the whole inhabited world.
They turn around and around by his guidance, to accomplish all that he commands them on the face of the habitable world.
They turn round and round by his guidance, to accomplish all that he commands them on the face of the habitable world.
At his ·command [L guidance] they swirl around over the ·whole [L inhabited] earth, doing whatever he commands.
And it is turned about by his government, that they may do whatsoever he commandeth them upon the whole world:
He guides the clouds as they churn round and round over the face of the inhabited earth to do everything he orders them.
as they move at God's will. They do all that God commands, everywhere throughout the world.
They swirl about, turning round and round at His direction, accomplishing everything He commands them over the surface of the inhabited world.
At God’s command they swirl around over the whole earth. They do whatever he commands.
It whirls about in circles at his direction to accomplish all that he commands throughout the surface of the entire world,
And they are turned round about by his counsels; that they may do whatever he commands them upon the face of the world in the earth.

And they turn around by his guidance to accomplish all that he has commanded them on the face of the habitable world.
The lightning bolts are directed by his hand and do whatever he commands throughout the earth.
“Whenever this happens, my heart stops— I’m stunned, I can’t catch my breath. Listen to it! Listen to his thunder, the rolling, rumbling thunder of his voice. He lets loose his lightnings from horizon to horizon, lighting up the earth from pole to pole. In their wake, the thunder echoes his voice, powerful and majestic. He lets out all the stops, he holds nothing back. No one can mistake that voice— His word thundering so wondrously, his mighty acts staggering our understanding. He orders the snow, ‘Blanket the earth!’ and the rain, ‘Soak the whole countryside!’ No one can escape the weather—it’s there. And no one can escape from God. Wild animals take shelter, crawling into their dens, When blizzards roar out of the north and freezing rain crusts the land. It’s God’s breath that forms the ice, it’s God’s breath that turns lakes and rivers solid. And yes, it’s God who fills clouds with rainwater and hurls lightning from them every which way. He puts them through their paces—first this way, then that— commands them to do what he says all over the world. Whether for discipline or grace or extravagant love, he makes sure they make their mark.

He it is who changes their rounds, according to his plans, to do all that he commands them across the inhabited world.

Following his command they blow about over the face of the entire earth to do whatever he directs.
At his command they swirl around over the whole earth, doing whatever he commands.
The clouds go round in circles, wheeling about according to his plans, to carry out all that he commands them over the face of the whole inhabited world.

And it is turning itself round by His counsels, For their doing all He commandeth them, On the face of the habitable earth.
